This White Paper provides an overview of the enduring "skills-gap" problem facing the Indian economy, primarily from a perspective of the gaps that exist among higher education graduates. Following a review of the characteristics of the problem in India, the skills-gap is put into a global perspective and the particular skills-gaps challenges facing higher education graduates discussed. A successful case study of a higher education-corporate partnership model designed to address a specific skills-gap in the United States is discussed and its applicability to India assessed. Finally the paper offers an inclusive Training Partnership Model based, in part, on the United States case study.
